Sump pumps are used to remove water that has accumulated in a water collecting sump basin. Pedestal sump pumps vs. submersible sump pumps
Pedestal sump pumps have motors that are mounted above the sump crock, and separate from the water that is being held in the basin below. This option is louder, but less expensive because it does not have the buffer of the water to tone the noise down.
Submersible pumps function in just the opposite way – they sit under the water in the basin. These pumps are made to self cool so that it doesn't overheat.

Be sure to remove any visible obstructions. During the winter months debris, snow, and ice can block the end of the line.
